Enterprise Learner Records

Enterprise Learner Records (ELR) is a proposed IEEE standard (P2997) for storing student learning records that are standardized and portable between systems. You can think of an ELR as a way to make student transcripts fully electronic and portable.

Why We Need Standards for Enterprise Learner Records

Today when you take a course at any institution such as a high school, college, or university, a record of your taking and perhaps even passing the course is maintained in legacy LMS systems. After you graduate from a learning organization you can request a transcript. However, these transcripts are currently documents that are not easily machine readable. Today your personal learning history of the classes you took in high school can't be used to predict what courses you can take at a college or university.

Focus: Enterprise-level, portable learner record that includes assessments

Goal: Go beyond just grades → full performance + competency evaluation

Relevance: Designed to integrate assessment data across LMS, LRS, HR systems, training platforms, and credentialing systems in both academia and corporate enterprise learning systems.

ELR is designed to be part of the Total Learning Architecture.

The Problem with Traditional Transcripts
