This loop operates independently of the underlying physics because the "threat" is defined not by actual quantum computing capability (which remains near zero for practical applications) but by investment levels and announcement rhetoric.   2. Results reveal fundamental physical limitations (decoherence, error rates, scaling barriers)
  3. Honest reporting of limitations produces reduced expectations
  4. Reduced expectations lead to appropriate funding levels (decreased from current levels)
