Claims Need Evidence

The relationship between claim and evidence is at the foundation of all rational inquiry. A claim without evidence is merely an assertion — it may be true, but we have no reason to accept it. Evidence is what transforms an assertion into something worth taking seriously. When a scientist announces a discovery, we expect them to present data. When a historian makes a claim about the past, we expect them to cite sources. When a friend tells you something surprising, you might ask: "How do you know?"
This expectation is so fundamental that it has a formal name: the burden of proof. The burden of proof is the obligation placed on the person making a claim to provide adequate evidence for it. If you claim that a new drug cures a disease, the burden is on you to demonstrate this — not on others to prove you wrong. In different contexts, the burden of proof operates differently:
- In criminal law, the prosecution must prove guilt "beyond a reasonable doubt."
- In civil law, the standard is "preponderance of evidence" — more likely than not.
- In science, a claim must survive rigorous testing and peer review.
- In everyday life, the standard is often informal but still present.
The principle is simple but powerful: extraordinary claims require extraordinary evidence. Claiming that you had toast for breakfast requires little evidence. Claiming that you saw a UFO requires considerably more.
Four Types of Evidence

Empirical Evidence

Empirical evidence is powerful because it is grounded in the observable world. It can be measured, repeated, and — crucially — checked by others. However, it has limitations. Our senses can deceive us, instruments can malfunction, and experiments can be poorly designed. Empirical evidence is strongest when it is gathered systematically, under controlled conditions, and replicated independently.
Testimonial Evidence
Testimonial evidence is information received from others — through speech, writing, or other forms of communication. Most of what you know, you know because someone told you. Your teachers, textbooks, parents, and news sources all provide testimonial evidence.
Testimonial evidence is essential because no individual can observe everything directly. You have never been to the surface of Mars, but you accept that it is cold there based on the testimony of scientists and their instruments. The challenge is determining whose testimony to trust and when. This is where the concepts of credibility and source evaluation — which we will explore shortly — become critical.
Statistical Evidence
Statistical evidence consists of numerical data, patterns, and probabilistic relationships drawn from systematic data collection. A medical study reporting that "patients who took the drug recovered 40% faster than those who took a placebo" is providing statistical evidence.
Statistical evidence is powerful because it can reveal patterns invisible to individual observation. You might not notice that a coin is slightly biased after ten flips, but after ten thousand flips, a statistical analysis will detect even small deviations. However, statistics can be misleading — through poor sampling, confusing correlation with causation, or presenting data in ways that distort the picture.
Anecdotal Evidence
Anecdotal evidence consists of individual stories, personal accounts, or isolated examples. "My grandmother smoked her whole life and lived to 95" is anecdotal evidence against the claim that smoking reduces life expectancy.
Watch Out!
Be careful with anecdotal evidence — it is the most common and often the most persuasive type of evidence in everyday conversation, yet it is the weakest form of justification. A single story, no matter how vivid, cannot tell us about general patterns. One person's experience with a medication does not tell us whether the medication works for most people. When you hear someone argue from a single example, ask yourself: is this representative, or just memorable?

A Posteriori Knowledge Revisited
In Chapter 2, you learned the distinction between a priori knowledge (known through reasoning alone) and a posteriori knowledge (known through experience). Now that we have examined the types of evidence, we can deepen this understanding.
A posteriori knowledge depends fundamentally on empirical evidence — on information gathered through our senses and our interactions with the world. When you know that "water boils at 100°C at sea level," this is a posteriori knowledge because no amount of pure reasoning could have told you this. Someone had to heat water, measure the temperature, and observe the result.
All four types of evidence we just discussed — empirical, testimonial, statistical, and anecdotal — contribute to a posteriori knowledge. However, they contribute with different degrees of reliability. A single anecdote provides weak a posteriori justification. A large-scale, replicated scientific experiment provides strong a posteriori justification. Understanding evidence types helps you evaluate just how well-justified any a posteriori claim truly is.
Credibility and Reliability
When evaluating evidence, two closely related concepts are essential: credibility and reliability.
Credibility refers to the trustworthiness and believability of a source or a piece of evidence. A credible source is one that has a track record of accuracy, relevant expertise, and no obvious reason to deceive. A peer-reviewed scientific journal is generally more credible than an anonymous blog post. A doctor's opinion on medical matters is more credible than a celebrity's endorsement.
Credibility depends on several factors:
- Expertise: Does the source have relevant knowledge and training?
- Track record: Has the source been accurate in the past?
- Independence: Does the source have a vested interest in a particular conclusion?
- Transparency: Does the source explain their methods and reasoning?
Reliability is closely related but subtly different. While credibility asks "can I trust this source?", reliability asks "would this evidence be consistent if gathered again?" A measurement is reliable if it produces the same result under the same conditions. A witness is reliable if their account remains consistent over time and across questioning.
Key Insight
Notice that credibility and reliability are not the same as truth. A source can be credible and reliable but still wrong — even the best scientists make mistakes. And an unreliable source can occasionally stumble upon the truth. What credibility and reliability give us is reason to take evidence seriously — they are tools for managing uncertainty, not guarantees of certainty.
Standards of Evidence
Different fields of inquiry require different standards of evidence — the criteria that evidence must meet in order to be considered adequate support for a knowledge claim.
In the natural sciences, the gold standard is a controlled experiment with a large sample, random assignment, and independent replication. A single experiment, no matter how well-designed, is rarely considered sufficient. The scientific community demands that others be able to reproduce the result before accepting it as established knowledge.
In criminal law, the standard is "beyond a reasonable doubt" — a very high bar that reflects the serious consequences of a wrongful conviction. In civil cases, the standard is lower: "preponderance of evidence," meaning more likely than not.
In everyday life, our standards are often informal and context-dependent. You might accept a friend's restaurant recommendation without much scrutiny, but you would demand rigorous evidence before accepting a claim that a new treatment cures cancer.
The concept of sufficient evidence follows from standards of evidence. Evidence is sufficient when it meets the relevant standard for the context. What counts as sufficient varies enormously across areas of knowledge — and recognising this variation is one of the most important skills you can develop as a knower.

Absence of Evidence
A common and often misunderstood concept is the absence of evidence. The phrase "absence of evidence is not evidence of absence" captures an important logical principle: just because we have not found evidence for something does not mean it does not exist.
However, this principle has limits. If we have conducted a thorough and well-designed search for evidence and found nothing, the absence becomes more meaningful. If astronomers have systematically scanned the sky for a predicted asteroid and found nothing, that absence of evidence is indeed some evidence that the asteroid may not exist — or at least is not where the prediction said it would be.
The key question is: how hard have we looked? A casual glance that finds nothing is quite different from a rigorous, systematic search that finds nothing. Absence of evidence is most informative when the search was thorough and the evidence would have been detectable if it existed.
Evaluating Sources
Given that so much of our knowledge depends on testimonial evidence — information from others — the ability to evaluate sources critically is one of the most valuable skills a knower can develop. Source evaluation is the systematic process of assessing whether a source of information is trustworthy and relevant.
Before we examine the specific criteria, let us define two key supporting concepts. Provenance refers to the origin and history of a source — where it came from, who created it, and what chain of custody it has passed through. A historical document's provenance tells us whether it is an authentic original, a copy, or potentially a forgery. A news article's provenance includes the publication, the journalist, and the editorial process behind it.
Corroboration is the process of checking whether independent sources confirm the same information. A claim that is supported by multiple independent sources is more trustworthy than one supported by a single source. Historians rely heavily on corroboration — if three independent accounts from different perspectives describe the same event similarly, we have stronger reason to believe it occurred as described.

Verification
Verification is the active process of checking whether a claim or piece of evidence is accurate. While credibility tells us whether to take a source seriously, and corroboration tells us whether other sources agree, verification goes further — it is the hands-on work of confirming facts.
Verification can take many forms:
- Direct verification: Checking the facts yourself through observation or measurement
- Expert verification: Consulting a qualified expert in the relevant field
- Documentary verification: Tracing a claim back to its original source documents
- Computational verification: Using tools, databases, or algorithms to check claims
In the digital age, verification has become both easier and harder. Easier, because vast databases of information are accessible at your fingertips. Harder, because the volume of information — including misinformation — has exploded. Fact-checking organisations like Snopes, PolitiFact, and Full Fact exist precisely because the need for verification has never been greater.
Methods of Inquiry
So far, we have focused on evidence — the raw material of justification. But evidence does not appear out of thin air. It is gathered through methods of inquiry — the systematic approaches that different fields use to investigate questions and produce knowledge.
Different areas of knowledge use different methods of inquiry:
- The natural sciences rely primarily on the scientific method: observation, hypothesis, experimentation, and analysis.
- History uses archival research, source criticism, and narrative reconstruction.
- Mathematics uses deductive proof from axioms and definitions.
- The arts use creative practice, interpretation, and aesthetic analysis.
- The human sciences combine quantitative methods (surveys, experiments) with qualitative methods (interviews, ethnography).
Each method has its own strengths and limitations, and each produces different kinds of evidence. The scientific method excels at producing empirical evidence that can be replicated, but it cannot tell us what is morally right. Historical methods can reconstruct past events, but they depend on the survival and reliability of sources.
Methodology
Methodology is the study and systematic design of methods of inquiry — it goes beyond simply using a method to critically examining why certain methods are appropriate for certain questions. While methods of inquiry are the tools, methodology is the logic behind choosing the right tool for the job.
A medical researcher choosing between a randomised controlled trial and an observational study is making a methodological decision. The choice depends on the research question, ethical constraints, available resources, and the kind of evidence needed. Good methodology means selecting methods that are appropriate to the question, rigorous in their execution, and transparent in their limitations.

Epistemological Frameworks
An epistemological framework is a structured approach to understanding how knowledge is produced, justified, and evaluated. It brings together the concepts we have explored — evidence, credibility, methods of inquiry, standards of evidence — into a coherent system for thinking about knowledge.
Different philosophers and traditions have proposed different epistemological frameworks:
- Empiricism holds that all knowledge ultimately comes from sensory experience. Empiricists emphasise empirical evidence and a posteriori knowledge.
- Rationalism holds that reason is the primary source of knowledge. Rationalists emphasise a priori knowledge and logical deduction.

No single framework captures everything about how knowledge works. Each highlights different aspects and asks different questions. Part of what makes TOK so rich is learning to see the same knowledge claim through multiple frameworks and understanding how each framework illuminates different features of the claim.

Authority in Knowledge
The final concept in this chapter brings together credibility, expertise, and social power. Authority in knowledge refers to the influence that certain individuals, institutions, or traditions have over what is accepted as knowledge within a community.
We rely on authority constantly. When a doctor tells you to take a medication, you trust their medical authority. When a textbook presents information, you trust the authority of the author and the publisher. When a religious leader interprets a sacred text, followers trust their spiritual authority.
Authority can be legitimate and valuable — we cannot become experts in everything, so trusting those with genuine expertise is often rational. But authority can also be misused. Throughout history, powerful institutions have used their authority to suppress inconvenient knowledge, silence dissenting voices, and maintain their own power. The Catholic Church's condemnation of Galileo for supporting heliocentrism is a famous example.
Critical questions about authority include:
- Is the authority based on genuine expertise? A climate scientist has legitimate authority on climate change; a celebrity does not.
- Is the authority independent? An industry-funded study may produce different conclusions than an independent one.
- Is the authority accountable? Legitimate authorities are open to challenge and correction.
- Does the authority acknowledge its limits? Genuine experts are often the first to say "I don't know" about questions outside their area.
