This chapter does not introduce new concepts — it assembles everything into a single, coherent strategic planning process and the capstone deliverable: a board-ready AI strategy document that every participant in this course produces for their own institution.

The assembly process has four steps:

  1. SWOT analysis: Understanding your institution's specific strengths, weaknesses, opportunities, and threats in the AI landscape — not a generic list, but one grounded in your specific context, resources, and student population.
  2. Institutional archetype: Identifying which of the characteristic institutional profiles your school or district most resembles — because different archetypes face different strategic challenges and have different realistic paths forward.

SWOT Analysis — The Strategic Mirror

A SWOT analysis is a structured evaluation of an organization's internal strengths and weaknesses and its external opportunities and threats. The framework was developed in the 1960s at Stanford and has become the most widely used strategic assessment tool in business, government, and education — not because it is technically sophisticated, but because it is comprehensive, accessible, and produces a structured conversation rather than a monologue.

For AI strategy in education, the SWOT analysis answers the question: "Given who we are and what the AI landscape looks like, what should we do first, and what do we need to build before we can do more?" The SWOT is not a one-time exercise — it should be revisited annually as the AI capability landscape shifts and as the institution's own capabilities develop.

Before examining each quadrant, a critical principle: a good SWOT analysis is institution-specific, not generic. "AI is an opportunity" is not a useful SWOT entry — it applies to every institution equally and creates no strategic insight. "AI tutoring in mathematics, where we have a persistent fourth-grade fluency gap affecting 38% of students, is an opportunity to address our district's highest-priority learning challenge with a targeted, evidence-based intervention" is a useful SWOT entry. Strengths Analysis

Strengths are the internal capabilities, resources, relationships, and assets that give your institution an advantage in AI adoption. Internal means within your control — not what the AI landscape offers, but what your institution specifically brings to the work.

Common education strengths relevant to AI strategy:

  • Existing digital infrastructure: 1:1 device programs, robust WiFi, existing LMS integrations, and experienced IT staff all reduce implementation friction for AI tools.
  • Teacher capacity and culture: Schools where teachers have a track record of adopting new pedagogical approaches, where professional learning communities are active, and where early adopters have organizational influence are better positioned to make AI adoption work.
  • Community trust: Institutions with strong, established relationships with families and community are better positioned to navigate the community engagement challenges AI adoption requires.
  • Data infrastructure: Schools that already collect clean, well-organized student data — particularly schools using student information systems that can integrate with LRS platforms — have a head start on xAPI implementation.
  • Grant and partnership capacity: Institutions with strong grant-writing capacity or existing university and industry partnerships can access resources to fund AI infrastructure investments.

The strengths analysis is not an exercise in institutional self-congratulation. Its purpose is to identify the assets that will be most useful for AI adoption — so the strategy can build on them rather than ignoring them or (worse) planning as if they did not exist.

Weaknesses Analysis

Weaknesses are the internal limitations, gaps, or vulnerabilities that will make AI adoption more difficult, more expensive, or more risky than it would otherwise be. Like strengths, weaknesses are internal — within the institution's control, at least in principle.

Common education weaknesses relevant to AI strategy:

  • Limited IT capacity: Schools with a small IT team managing many systems cannot take on significant new implementation burden without additional resources.

The weakness analysis is most valuable when it is honest. A weakness identified and addressed in the strategy is an obstacle the institution is prepared for. A weakness ignored becomes a surprise failure.

Opportunities Analysis

Opportunities are external developments — in the AI landscape, in funding environments, in community needs, or in the policy environment — that the institution can take advantage of to advance its mission. External means outside the institution's control, but within reach of an institution positioned to act.

The most significant opportunities for education institutions in the current AI landscape are drawn directly from this course's planning assumptions:

Sage thinking Archetypes are not destiny. A wealthy suburban district can have equity failures that an urban Title I district avoids. A rural school with limited resources can have exceptional innovation culture that a well-funded district lacks. Gap Analysis

A gap analysis is the comparison between where your institution is today and where it needs to be — identifying the specific gaps in capability, infrastructure, policy, and culture that the AI strategy must close. Gap analysis transforms the SWOT from a diagnosis into a prescription.

For an AI strategy, gap analysis examines five dimensions:

A strategic roadmap for an education AI strategy typically organizes work into three phases, corresponding to the three-phase adoption path introduced in Chapter 8:

Phase 1 — Foundation (Months 1–12): Build the governance structures, infrastructure, and staff capability that everything else depends on.
