Welcome to Chapter 2. In Chapter 1 we learned what an information system is. In this chapter we figure out what it does — specifically, how it earns its seat at the executive table, who pays for it, who runs it, and who is on the hook when it misbehaves. By the end of this chapter you will be able to read a job posting for a CIO, CTO, CDO, or CISO and tell what each of them is actually responsible for. That is a surprisingly rare skill, and it is going to make you sound dangerously competent in interviews.
Why Organizations Spend Money on IS¶
Organizations do not buy information systems because IS is intrinsically delightful (although, between us, it kind of is). They buy IS because they expect a return — measurable, defensible, ideally repeatable. The job of every IS leader is to make the case that the next dollar spent on a system delivers more business value than the same dollar spent on, say, hiring three more salespeople or buying a billboard near the airport.
That sentence sounds obvious. It is not. Most failed IS projects fail not because the technology was wrong, but because nobody could clearly explain why the organization should care. The first job of this chapter is to install the vocabulary that lets you make that case persuasively.
We will move from the most strategic concept — how IS aligns with what the organization is trying to win at — down through the operating frameworks and the human roles that make alignment real. By the time we end with vendor management, you will have a complete map of how IS earns its keep.
Strategic Alignment: The North Star¶
We introduced strategy in Chapter 1 as the long-term plan that defines how an organization will compete and win. Strategic alignment is the discipline of ensuring that every meaningful IS investment — every project, every system, every vendor contract, every hire — visibly serves that strategy.
Strategic alignment sounds like a soft, consultant-y word. It is in fact one of the most heavily studied predictors of IS effectiveness in the entire research literature. Organizations whose IS portfolios align with their strategy outperform their peers on profitability, growth, and resilience by margins large enough to make researchers double-check their data. Organizations whose IS portfolios drift from their strategy spend roughly the same amount of money and get noticeably less for it.
The reason alignment is so powerful is that it is a leverage point in the systems-thinking sense. Donella Meadows would have placed it near the top of her hierarchy: changing which goal the system optimizes for produces dramatically larger effects than tuning the parameters underneath. A bank that is genuinely a "cost leader" should be relentlessly hunting transactional efficiency, and every IS dollar should be evaluated against that question. A bank that is genuinely a "customer-intimacy" company needs unified customer data and rich analytics, and the same IS dollar gets evaluated very differently. Pour money into the wrong portfolio for your strategy and you do not just waste the money — you actively distort the organization away from the thing it is trying to be.
Strategic alignment is rarely achieved once and then left alone. Strategy shifts. Markets shift. Regulations shift. AI shows up uninvited and rearranges everyone's furniture. So alignment is a practice, not a state: the IS leadership team revisits it on a regular cycle, and every major investment decision passes through the question, "Which strategic objective does this serve, and how will we know if it worked?"
Pause here — this one matters
Strategic alignment is the difference between an IS organization that gets invited to the strategy meetings and one that gets handed the strategy after the fact and told to "make it work technically." Read this twice: the alignment conversation is not just about what IS should build — it is about whether IS gets a seat at the table where strategy is shaped in the first place. Every framework in the rest of this chapter is, in some way, a tool for earning and keeping that seat.
Where Value Comes From: The Value Chain¶
Once you accept that IS exists to deliver business value, the next question is where in the organization that value gets delivered. The classic answer is Michael Porter's value chain — a model that breaks any organization into the sequence of activities by which it converts inputs into a finished product or service that a customer pays for.
Porter divided organizational activities into two layers. Primary activities are the ones that touch the product directly: inbound logistics (getting raw material in), operations (turning it into something), outbound logistics (getting it to customers), marketing and sales, and service. Support activities are the ones that make the primary activities possible: firm infrastructure, human resource management, technology development, and procurement.
For our purposes, the value chain matters because information systems show up in every link. They route the inbound trucks. They schedule the production line. They optimize the outbound logistics. They run the CRM and the ad targeting. They handle the support tickets. They also run HR, finance, and procurement on the support side. An IS leader who maps the organization's value chain — and identifies which links IS makes faster, cheaper, more accurate, or more intelligent — is doing strategic alignment in concrete form.
Before we look at the table that summarizes these links, here is the framing rule: an IS investment is most defensible when you can name exactly which link in the value chain it improves and by how much. "We are upgrading the warehouse management system to reduce inbound dock time by 18%, which at our throughput is worth $3.2M annually" is a value-chain argument. "We are upgrading the warehouse management system because the vendor said we should" is not.

The value chain is a great teaching tool, but it is also a great planning tool. Print one for your organization on a single page, mark which links are healthy and which are not, and you have just produced the most useful slide your CIO will see all quarter.

Where Value Is Defended: Porter's Five Forces¶
The value chain tells you where you create value internally. Porter's Five Forces — the second great Porter framework — tells you what is trying to take that value away from you externally. The five forces, all pressing in on your organization simultaneously, are:
- Threat of new entrants — how easily a new competitor could show up and grab your market.
- Bargaining power of suppliers — how much your suppliers can squeeze your margins.
- Bargaining power of buyers — how much your customers can squeeze your margins.
- Threat of substitutes — whether a different solution to the same customer need could replace your product entirely.
- Rivalry among existing competitors — how brutal the day-to-day fight is among the players already in the market.
Each force has a strong information-systems angle, because IS is increasingly the medium through which competitive position is built and defended. Suppliers' bargaining power weakens when your sourcing system can instantly compare alternative suppliers. Buyers' bargaining power weakens when your loyalty program and personalization engine create switching costs. Substitutes are easier to spot when your data platform is good enough to detect demand drift early. Rivalry tilts in your favor when your operations run a 12% lower cost-to-serve than the competitor across the street.
In short, IS does not just support business strategy — IS is a major lever for moving the five forces in your favor. That moves us neatly into the next concept.
Competitive Advantage and Business Capabilities¶
A competitive advantage is any factor that lets an organization deliver greater value to customers — or capture more value from the same exchange — than its rivals can. Classical sources of competitive advantage include cost leadership (you make it cheaper than anyone else can), differentiation (you make something distinct and customers will pay for the distinction), and focus (you serve a niche better than the generalists).
Information systems generate competitive advantage in three recurring patterns. They automate primary activities to push cost below rivals' (think Walmart's legendary supply chain). They informate activities to detect patterns rivals cannot see (think Capital One's data-driven credit scoring). And they transform the value proposition entirely (think Netflix replacing video rental). The same three-rung ladder we introduced in Chapter 1.
A more recent way of thinking about advantage — and the one most enterprise architects work with daily — is the business capability. A business capability is what an organization is able to do, expressed independently of how it does it. "Onboard a new customer." "Detect fraud." "Generate a quote." "Forecast demand." Each of those is a capability. Each capability is delivered by some combination of people, processes, technology, and data — but you can talk about the capability as a unit, evaluate how well your organization performs it, and decide whether to invest in improving it, even before you decide which technology stack will deliver the improvement.
Business capability modeling is what allows an executive team to say, "Our 'detect fraud' capability is currently rated 'reactive' — we want it 'predictive' within eighteen months — which means investments in data, ML, and rules-engine integration." That is a much more durable conversation than arguing about which fraud product to buy.
The connection to competitive advantage is direct. Capabilities your organization performs better than competitors are sources of advantage. Capabilities you perform at parity are table stakes. Capabilities you perform worse are liabilities. The capability map tells leadership where to invest IS dollars to convert weakness into parity, and parity into advantage.
Pro move
The first day of any IS internship, ask whether the organization has a business capability map. If yes, ask for a copy and study it before lunch — it is the cheat sheet for everything else you will see. If no, do not propose to build one (you are an intern, not a missionary), but quietly notice that the organization is going to have a harder time prioritizing IS work than one that has the map. That observation alone will make you sound senior.
Governing the Whole Thing: IT Governance¶
We have established that IS should serve strategy, deliver business value through the value chain, and improve the capabilities that yield competitive advantage. The next question is uncomfortably practical: who decides? Who decides which projects get funded, which standards everyone follows, which risks are acceptable, and who gets fired when something goes badly wrong?
The answer, formally, is IT governance (sometimes written IS governance — the field is sloppy about the distinction here). IT governance is the framework of decision rights, accountability structures, and policies that guide how IS investments are made, how IS risks are managed, and how IS performance is measured. It is the difference between an organization where IS happens on purpose and one where IS happens to it.
Good governance answers four questions clearly: Who decides? (Decision rights — which decisions belong to the CIO, which to a steering committee, which to individual business units.) On what basis? (Policies and standards — the rules that constrain decisions.) Measured how? (Metrics — uptime, project success, business-value realization.) With what consequences? (Accountability — what happens when the metrics are missed.)
There is a permanent tradeoff at the heart of governance: control versus agility. Tighten governance too much and you slow every decision to a crawl, drive innovation underground, and breed shadow IT (the rogue tools and spreadsheets that employees deploy when the official systems can't keep up). Loosen governance too much and you accumulate technical debt, security exposure, regulatory risk, and twelve overlapping CRM systems that none of which talk to each other. There is no one right setting on this dial; the best organizations adjust it explicitly and revisit it as conditions change.
To avoid reinventing this wheel every time, the industry has converged on two dominant frameworks: COBIT for governance, ITIL for service management. They are complementary — COBIT tells you what should be governed; ITIL tells you how the day-to-day services should run.
COBIT: The Governance Framework¶
COBIT (Control Objectives for Information and Related Technologies) is a framework published by ISACA that defines what "good IT governance" looks like in concrete, auditable terms. The current edition (COBIT 2019, updated through subsequent revisions) organizes IT governance around forty governance and management objectives spread across five domains: Evaluate, Direct, and Monitor (the strictly governance domain) and four management domains — Align, Plan, and Organize; Build, Acquire, and Implement; Deliver, Service, and Support; Monitor, Evaluate, and Assess.
That is a lot of acronyms. Here is the practical translation. COBIT gives an organization a checklist for asking, "Are we doing the things a well-governed IT organization would do?" — across topics like managed risk, managed strategy, managed budget, managed third-party services, managed information security, managed compliance, and managed performance. Auditors love COBIT because it produces evidence. Executives like COBIT because it produces comparability — they can benchmark their governance maturity against industry peers using the same vocabulary.
You will encounter COBIT most directly in regulated industries (financial services, healthcare, government), where external auditors will literally walk in carrying the framework on a clipboard. You will encounter it less formally in non-regulated industries, but the concepts still travel — the questions COBIT asks are good questions in any organization.
ITIL: The Service Management Framework¶
If COBIT is about governance, ITIL (Information Technology Infrastructure Library) is about operations. Originally developed by the UK government in the late 1980s and now in its fourth major edition (ITIL 4), ITIL defines the practices for delivering and supporting IT services as services — meaning, with explicit agreements about scope, quality, and price.
ITIL organizes the IT service lifecycle into a set of practices that a working IS shop will recognize instantly: incident management (what to do when something breaks), problem management (figuring out why it broke so it does not break again), change management (controlling how new things go into production), service-level management (defining and measuring what "good service" means), and a couple dozen others.
The ITIL idea you will hear most often in industry is the distinction between an incident and a problem. An incident is one thing went wrong right now (the email server is down). A problem is the underlying cause of a recurring class of incidents (the email server has been crashing every Tuesday because the backup job competes with the maintenance window). Incident management restores service quickly. Problem management makes sure the incident does not happen again. Confusing the two is one of the great recurring pathologies of IT shops, because firefighting feels productive while root-cause analysis feels slow — and so the firefighters get promoted while the underlying problems quietly compound.

COBIT and ITIL coexist comfortably: COBIT defines what good looks like at the steering-committee level; ITIL defines what good looks like at the help-desk level. A mature IS organization uses both, sized to its risk profile.
Heads up
Frameworks like COBIT and ITIL have a footgun built in: it is dangerously easy to confuse adopting the framework with achieving the outcomes the framework was designed to produce. Some organizations spend two years and seven figures "implementing ITIL" and end up with thicker binders, slower changes, and the same unhappy users. The framework is a map, not the territory. Always ask: "What outcome are we trying to improve, and which specific framework practice should move it?" If the answer is "we are doing the framework because the auditor said so," at least be honest about that — and budget accordingly.
The Cast of Characters: Executive IS Roles¶
Frameworks are nothing without humans to operate them. Modern organizations have evolved a small zoo of executive IS roles, each owning a different slice of the IS landscape. The exact titles vary by organization, but the four you will see most often — and that you should be able to distinguish in your sleep — are CIO, CTO, CDO, and CISO.
The CIO (Chief Information Officer) is the senior executive responsible for the overall information systems portfolio of the organization. The CIO owns the alignment between IS and business strategy, the IS budget, the major vendor relationships, and ultimately the success or failure of large IS initiatives. The CIO is the person sitting at the strategy table representing IS as a whole. In most organizations the CIO reports to the CEO or the COO.
The CTO (Chief Technology Officer) role is more variable. In a software-product company, the CTO is typically the senior technologist responsible for the engineering organization that builds the company's products. In a non-software company (a bank, a hospital, a retailer), the CTO is more often the technologist responsible for the internal technology platforms — cloud, infrastructure, integration, developer tooling — that the rest of IS builds on. CIO-versus-CTO is one of the most debated org-design questions in our field; the short version is that CIO is more business-facing and CTO is more technology-facing, but the line wobbles.
The CDO (Chief Data Officer, sometimes Chief Digital Officer — yes, the acronym is overloaded) emerged in the 2010s as organizations realized that data deserved its own executive owner. The CDO owns the organization's data strategy, data quality, data governance, master data management, analytics, and increasingly its AI strategy. In organizations where the CDO is "Chief Digital Officer," the role is broader — owning the digital-transformation portfolio rather than just the data layer. Pay attention to which one your employer means.
The CISO (Chief Information Security Officer) owns information security and increasingly information risk. The CISO is responsible for the security policies, the security architecture, the incident response capability, the regulatory-compliance posture, and the ongoing fight against an unusually motivated set of adversaries. The CISO is the one who walks into the boardroom after a breach. In some organizations the CISO reports to the CIO; in others, especially highly regulated ones, the CISO reports independently — to the CEO, the General Counsel, or the audit committee — to avoid the obvious conflict of interest where the same person is asked to ship features fast and certify that nothing was shipped insecurely.

The separation-of-duties logic underlying these roles matters. When the same person owns "ship the system fast" and "verify the system is safe," the verification function loses every argument with the shipping function. Splitting CIO and CISO is the structural fix. Splitting CDO from CIO is similar — it ensures data quality and governance get an advocate who is not measured on shipping releases. These are not arbitrary org-chart choices; they are structural defenses against a predictable failure mode.

The Professionals Who Make It Real: EA, BA, Data Steward¶
Below the executive layer, three professional roles do most of the actual translation work between strategy and systems. These three are the roles many readers of this textbook will eventually hold.
The Enterprise Architect owns the big picture of the organization's IS landscape — the inventory of systems, the integration patterns among them, the technology standards, the target architecture, and the roadmap to get from current to target. Enterprise architects work at the boundary of business strategy and technical implementation; their job is to make sure that the next system fits coherently into the existing landscape rather than creating a forty-second island of duplicated data. They are the people who can answer the question, "If we buy this CRM, what else has to change for it to actually work here?" In practice, the EA is often the person who saves the CIO from a vendor demo that looked great in PowerPoint and would have been a disaster in production.
The Business Analyst lives at a different boundary — the one between users and systems. The BA elicits requirements, models processes, writes specifications, validates that what was built matches what was needed, and translates fluently in both directions between business stakeholders and technical teams. A great BA is worth approximately ten merely-acceptable BAs, because the cost of building the wrong thing dwarfs the cost of building the right thing slightly slower. The BA role is one of the most common entry points into IS careers, and it is also one of the best training grounds: a BA who has shipped four or five systems has seen more of an organization than almost anyone else in it.
The Data Steward is the role most invisible to the outside world and most loved by anyone who has ever tried to do real analytics. A data steward is a domain expert (in customers, products, employees, suppliers — pick your domain) who is formally accountable for the quality, definitions, and stewardship of the data in that domain. Data stewards answer questions like "What exactly is a 'customer' for purposes of this report?", "Why does the revenue figure in the data warehouse differ from the figure in the GL?", and "Who is allowed to change the standard list of product categories?" The data steward role is part of the broader data governance function (which gets its own chapter — Chapter 8), but it is worth meeting now because every effective IS organization has them, formally or informally.
These three roles plus the executive layer give us a fairly complete picture of who runs IS:
- The CIO owns the portfolio.
- The CTO owns the platforms.
- The CDO owns the data and (often) the AI.
- The CISO owns the security and risk posture.
- The Enterprise Architect owns the landscape.
- The Business Analyst owns the translation between people and systems.
- The Data Steward owns the meaning of the data.
Read those seven sentences again. They are the org chart of every modern IS function, simplified to a postcard.
You're doing fine
Yes, that is a lot of titles. No, you are not expected to memorize the boundaries among them by Friday. The reason we drew this map is so that when you walk into a meeting and somebody introduces themselves as a "Director of Enterprise Architecture in the Office of the CDO," you can quietly translate: this person owns the data landscape and reports to the data executive. That translation is what working IS pros do constantly, and you will get faster at it with every internship, project, and conference you sit through. You already have the map; the geography fills in over time.
IS Ethics and Professional Responsibility¶
Up to this point, this chapter has been about capability — how IS creates and protects value. We owe equal time to the question of responsibility — what IS professionals owe to the people their systems affect.
IS ethics is the study of what IS professionals should do, distinct from what they can do or what they are paid to do. The interesting ethical questions in IS almost never look like the cartoon ones ("should I help my company commit obvious crimes?"). They look like the harder ones: Should I deploy this recommender system if it produces measurably worse outcomes for one demographic group? Should I store this user data this way knowing the regulator's interpretation could shift in two years? Should I tell the CISO that the vendor's security claims do not match what I saw in the audit? Real IS ethics happens in the murky middle, not at the obvious edges.
A few patterns recur often enough to be worth memorizing as ethical tripwires. Privacy versus utility: more data usually makes systems more useful and simultaneously increases the potential harm from a breach. Accuracy versus fairness: an AI model that is most accurate on average can be measurably less accurate for some groups; the tradeoff has to be made explicit. Transparency versus security: explaining how a system works helps users trust it and helps adversaries attack it. Speed versus diligence: every delivery deadline pressures the team to skip the review that would have caught the problem.
Professional responsibility is the institutional half of ethics. It is the set of obligations IS professionals accept by virtue of being IS professionals — to clients, to employers, to colleagues, to the public, and to the profession itself. Professional societies in our field — most prominently the AIS (Association for Information Systems), ACM (Association for Computing Machinery), and ISACA (the governance and audit society) — publish codes of ethics that articulate these obligations. They share a recognizable core: act in the public interest, avoid harm, be honest and trustworthy, respect privacy, give credit, decline work you are not competent for, and speak up when something is wrong.
That last one — speak up — is the most consequential and the hardest. Almost every famous IS ethics incident, from healthcare data breaches to algorithmic-bias scandals to the long catalog of "we knew this was wrong but the deadline" stories, includes at least one professional who knew enough to raise a flag and did not. The codes exist precisely so that you can point at them and say, "I have to say something here — this is what we said we would do."
Professional responsibility is not a soft skill. It is a load-bearing one. The IS professional who has the courage to escalate a real concern is precisely the person leadership eventually trusts with the harder problems. The opposite is also true.
Vendor Management: Where IS Spends Most of Its Money¶
A surprising fact about modern IS organizations: most of the IS dollar is spent outside the organization. Cloud providers, SaaS vendors, software publishers, hardware manufacturers, system integrators, consulting firms, managed-service providers, AI-platform vendors — the modern IS portfolio is a portfolio of contracts at least as much as it is a portfolio of systems. Which means vendor management is a core IS competency, not an administrative afterthought.
Vendor management is the discipline of selecting, contracting with, monitoring, and (when necessary) replacing third parties that supply IS capabilities. Done well, it produces a healthy ecosystem of partners who deliver value reliably and affordably. Done badly, it produces lock-in, surprise renewals, security exposure through fourth-party dependencies (your vendor's vendor), and the special melancholy of explaining to the CFO why the SaaS bill went up 40% with no apparent change in usage.
A working vendor-management practice covers, at minimum, four phases:
- Selection. Define the business need, evaluate alternatives against the actual requirement (not the marketing brochure), check references, and run a structured proof-of-concept where possible. Resist the gravitational pull of the vendor your CIO golfed with last weekend.
- Contracting. Negotiate terms that protect the organization on price, scope, security, data ownership, exit, and audit rights. The exit clause is especially important and especially boring; the moment you most need it is the moment you cannot negotiate it.
- Ongoing management. Track vendor performance against the SLA, manage the relationship, conduct regular business reviews, and keep an eye on the vendor's own financial and security health.
- Renewal or exit. Decide deliberately, not by default. The renewal email arriving in your inbox is the vendor's preferred outcome; yours requires a fresh evaluation.
The systems-thinking lens is useful here too. Vendor relationships are feedback systems: a vendor whose product becomes load-bearing in your architecture gains pricing power over you with every additional integration. That is why enterprise architects worry about strategic lock-in, not just technical lock-in — and why a mature vendor-management practice deliberately preserves substitution options for critical capabilities. The cost of preserving optionality is real; the cost of losing it can be ruinous.
A vendor-management footgun worth naming: the silently auto-renewing contract. Many enterprise contracts roll over automatically unless cancelled by a specific date, often months before the renewal. Miss the date and you are locked in for another term. The structural fix is a contract calendar that fires alarms 90 and 60 days before any auto-renewal — well before the vendor's preferred negotiation window closes.
Putting It All Together¶
We have walked from the most strategic concept to the most operational. Here is the one-paragraph synthesis:
An IS organization earns its seat at the table through strategic alignment — investing in the value-chain links and business capabilities that produce competitive advantage against the pressures described by Porter's Five Forces. It governs itself through frameworks like COBIT (governance) and ITIL (service management), under leadership from the CIO, CTO, CDO, and CISO, with the day-to-day translation work done by Enterprise Architects, Business Analysts, and Data Stewards. It exercises IT Governance explicitly, balancing control against agility. It takes IS Ethics and Professional Responsibility seriously, because its systems affect real people. And it manages its sprawling vendor ecosystem deliberately, because that is where most of the IS dollar actually goes.
If a meeting agenda includes any one of those concepts, you now have a model for what is being discussed and what good looks like. That is more than most people in the room will have.
