Welcome to the Ostrich Academy

Its motto, carved in Latin above the main entrance, translates roughly to "We Have Always Done It This Way." The campus is beautiful. The buildings are old. In January 2023, the Academy's Board of Governors convened an emergency meeting to discuss the release of ChatGPT. The meeting lasted four hours. The minutes, obtained through a public records request that the Academy attempted to deny, reveal the following:

This is the ostrich response.

The Ostrich Response: A Taxonomy of Avoidance

The ostrich response is named after the popular myth that ostriches bury their heads in the sand when threatened.   • The Policy Ban: "AI tools are prohibited." This eliminates the need to understand AI, train teachers, or update curriculum. It also eliminates the school's ability to prepare students for a world in which AI is ubiquitous, but that is next year's problem
  • The Study Committee: "We have formed a task force." This creates the appearance of action without requiring any. The task force meets regularly, discusses earnestly, and produces interim reports that recommend further study
  • The Moral Stance: "We believe in authentic human learning." This reframes refusal to adapt as a principled position. It is principled in the same way that refusing to teach students to swim is principled if you believe the ocean is morally wrong
  • The Delay: "We will address this when the technology matures." The technology matured during the second committee meeting. By the fourth meeting, it had graduated and gotten a job
  • The Redirect: "Our focus is on fundamentals." This implies that AI is opposed to fundamentals, rather than a tool that changes how fundamentals are taught and applied

Institutional Resistance: Why Organizations Cannot Turn

Institutional resistance is the tendency of established organizations to resist change, even when the change is clearly necessary and the consequences of inaction are clearly visible. It is not a character flaw of the people within the institution. It is a structural property of institutions themselves.

Institutions resist change for reasons that are individually rational and collectively catastrophic:

  1. Sunk costs: The institution has invested years and millions in existing systems. Changing them feels like admitting the investment was wasted, even though continuing to invest in a failing approach wastes more

  5. Cultural identity: "We are a school that values traditional learning" is an identity statement, not a strategy. Identity statements are defended emotionally, not rationally. Suggesting that the school should change feels like an attack on what the school is, rather than what the school does

A Critical Observation

The literature reveals a consistent pattern: the institutions most committed to "traditional excellence" are also the institutions least likely to define what "excellence" means in measurable terms. One suspects the ambiguity is load-bearing.

Committee Paralysis: The Art of Organized Inaction

Committee paralysis is the state in which a committee formed to address a problem becomes the primary obstacle to addressing it. The committee meets. The committee discusses. The committee requests more data. The committee forms subcommittees. The subcommittees form working groups. The working groups produce white papers that the committee tables for further review. Time passes. The problem grows. The committee grows larger.

Change Management: How Organizations Actually Adapt

Change management is the structured approach to transitioning individuals, teams, and organizations from a current state to a desired future state. It is the discipline that answers the question: "We know we need to change — how do we actually do it without everything falling apart?"
