Your organization has a maze. It may not have filing cabinets for walls, but it has Form 27-B. If you recognize this maze — if you have filled out Form 27-B, or waited eleven months for a procurement review, or presented to a governance board whose members were asleep — you are already inside. The question is not how to get out. The question is whether you will build something useful while you are in here, or whether you will wait for the forms to tell you that you may.

The forms will not tell you that. The forms never do.
